How does the privatization of housing form part of economic development? Based on a historical perspective, the present study traces the evolution of the housing sector since the last decades of British rule until recent times, beginning with India as a whole, moving to the State of Tamil Nadu and finally examining the city of Madras (renamed Chennai in 1996). In addition to the interest presented by a direct analysis of the consequences of privatization of housing in the urban context, the study of the housing sector enables a better understanding of the political and social objectives that are taking shape in contemporary India. It illustrates in particular two major ongoing phenomena: the vital role played by the middle class in the transformation of the economic landscape and the importance of the regional factor. Comment la privatisation du logement s’inscrit-elle dans les économies en développement? À partir d’une perspective historique, l’ouvrage décrit l’évolution du secteur du logement depuis les dernières décennies de la période britannique jusqu’aux réorientations récentes, passant de l’Inde entière à l’Etat du Tamil Nadu, puis à la ville de Madras (rebaptisée Chennai en 1996). Outre l’intérêt d’une analyse directe des effets de la privatisation du logement dans un contexte urbain, l’étude du secteur de l’habitat permet de mieux saisir les objectifs politiques et sociaux en germe dans l’Inde aujourd’hui. Elle montre en particulier deux phénomènes majeurs en cours: le rôle crucial des classes moyennes dans les transformations économiques et l’impor-tance du phénomène régional.
